Pasta with broccoli, olives and pistachios (Sugo con i Broccoli alla Siciliana) from Food52 by Maureen B. Fant and Oretta Zanini De Vita

Where’s the full recipe - why can I only see the ingredients?

Always check the publication for a full list of ingredients. An Eat Your Books index lists the main ingredients and does not include 'store-cupboard ingredients' (salt, pepper, oil, flour, etc.) - unless called for in significant quantity.

    Can substitute cauliflower for broccoli.

You never know how much anchovy to add to these recipes because the authors never specify if they mean those thin dinky salty fillets commonly found in tiny jars available at any grocery store or a quality larger tinned anchovy. I used the latter and this dish was unimpressive. I did not taste any chile despite using a huge ancho chile piece prepared as the author recommended. I think adding chile powder would have been more effective. If you like easy pasta dishes with low "stuff" to pasta ratios, this might be your jam.

This is a fun way to punch up the flavor of pasta with broccoli, and the ingredients are common pantry items. It's also quick to prepare.
