Blooming onions from The Chef's Garden: A Modern Guide to Common and Unusual Vegetables--with Recipes (page 57) by Farmer Lee Jones and Kristin Donnelly

Where’s the full recipe - why can I only see the ingredients?

Always check the publication for a full list of ingredients. An Eat Your Books index lists the main ingredients and does not include 'store-cupboard ingredients' (salt, pepper, oil, flour, etc.) - unless called for in significant quantity.

I used a mixture of rice flour and all purpose flour. My onion blooms were on the larger side so I think I'd finish them off in an airfryer next time. Too long in the oil made them fall apart and too short they didn't brown enough. I'll add additional seasoning, at least salt, in the dredging mixture. Absolutely a great way to utilize a flowering bulb!
