Oat milk horchata from Provecho: 100 Vegan Mexican Recipes to Celebrate Culture and Community (page 186) by Edgar Castrejon

Where’s the full recipe - why can I only see the ingredients?

Always check the publication for a full list of ingredients. An Eat Your Books index lists the main ingredients and does not include 'store-cupboard ingredients' (salt, pepper, oil, flour, etc.) - unless called for in significant quantity.

Can substitute sugar for dates, and rice for rolled oats. You may use the Vegan condensed milk recipe on p. 224.

So light, creamy, refreshing, and delicious! All the flavors of horchata, but with oats and dates! I had to blend in two batches since my Vitamix only fits 8 cups and not 12. I halved everything and did two batches of 6. I also blended for a bit longer than it said to get the oats fully smooth.
