Pakistani kima from More-with-Less Cookbook: Recipes and Suggestions by Mennonites on How to Eat Better and Consume Less of the World's Limited Food Resources by Doris Janzen Longacre

Where’s the full recipe - why can I only see the ingredients?

Always check the publication for a full list of ingredients. An Eat Your Books index lists the main ingredients and does not include 'store-cupboard ingredients' (salt, pepper, oil, flour, etc.) - unless called for in significant quantity.

Fast and tasty, felt fairly legitimate despite the short ingredient list

I only had 1/2 lb minced beef I didn't use tomatoes, but ladled veg stock in, instead, and added a big dollop of tomato ketchup No potatoes to hand, so subbed celeriac, which was delicious! 1tsp salt is plenty! No peas or beans, so subbed frozen kale for the green stuff Topped it off with fresh coriander leaves and a dollop of Greek yogurt. Utterly delicious.
