Where’s the full recipe - why can I only see the ingredients?

Always check the publication for a full list of ingredients. An Eat Your Books index lists the main ingredients and does not include 'store-cupboard ingredients' (salt, pepper, oil, flour, etc.) - unless called for in significant quantity.

    These were fun to make. Make sure to fry the pani puris well or they will deflate (mine took a little more than 30 seconds). I made the chickpeas and potatoes ahead of time and mixed them together to make it easier on myself. Served with an Indian curry and it was a great meal. The chutneys were fairly runny, next time would add less water. I substituted goda masala because I already had it and thought the flavors were very good.
