Cod à l'Espagnole from Essential Pépin: More Than 700 All-Time Favorites from My Life in Food (page 225) by Jacques Pépin

Where’s the full recipe - why can I only see the ingredients?

Always check the publication for a full list of ingredients. An Eat Your Books index lists the main ingredients and does not include 'store-cupboard ingredients' (salt, pepper, oil, flour, etc.) - unless called for in significant quantity.

Can substitute haddock or pollock for cod.

This was rated as ok by the kids but much liked by the adults. I used 2 pieces of mahi mahi and 1 piece of cod as that is what we had and both resulted in a nice piece of moist fish. I did go with the full sauce ingredients for the 3 filets and would do this again as the vegetable accompaniment is very nice, both visually and in terms of flavour. We cut the oil by half and were very happy with the result. I agree a splash of white wine would be nice. Finished with a squeeze of lemon. Overall a nice light dinner well suited to a more adult palette unless you have fish/veggie loving kids.

Very good fish dish, but I made a few changes. I added Aleppo pepper flakes, regular onion instead of scallions, 14.5 oz. can tomatoes instead of fresh, and added 1/2 cup white and 1/2 cup water.
