It could be that you are in Canada and the deal is restricted to the US market. Amazon knows where you are from your IP address. I just double checked Amazon.com and it is still $1.99 for the Kindle edition. The hardcover edition is $28.43.
Having said that, it is possible that Amazon is giving different prices to different people based on lord knows what, buying history, other marketing info, whether they are Prime members. Unfortunately it is quite legal here.
